What an ITC Actually Is

Since Royal Decree 12/2006, Oman has permitted foreign nationals to own property — freehold or usufruct — inside government-designated Integrated Tourism Complexes (ITCs). Outside these zones, foreign ownership generally isn't available, which is why every listing on this site sits inside one of the areas below (or is explicitly marked otherwise). Muscat

The capital holds the largest concentration of ITC development, and the most established resale market.

  • Al Mouj Muscat — the best-known freehold address in the country: a marina, an 18-hole golf course, roughly 6km of beach, and a growing retail/dining strip, about 15 minutes from Muscat International Airport. Read our full Al Mouj area guide.

  • Muscat Bay & Jebel Sifah — coastal marina communities along the coastline south of the city, generally quieter and less built-out than Al Mouj, with a similar freehold structure.
  • Yiti / AIDA — a newer large-scale coastal masterplan, still in earlier phases of development than the communities above.

Salalah

Hawana Salalah is Dhofar's flagship freehold development, benefiting directly from Salalah's khareef-season tourism economy — every June through September, the surrounding hills turn green and visitor numbers climb sharply, which shapes both rental demand and resale interest in the area. Duqm

Duqm is a different kind of opportunity: freehold and usufruct properties inside the Special Economic Zone at Duqm (SEZAD), one of the largest such zones in the region, anchored by the deep-water Port of Duqm and an expanding industrial and logistics base. This is a longer-horizon, infrastructure-driven investment case rather than a resort lifestyle purchase.

Sohar

Sohar's real estate market is shaped by its port and industrial free zone rather than tourism — most demand here comes from the working population tied to that economy, which shows up as a different city more geared toward practical rental and mid-market sale demand than the resort-style ITCs above.
